18.0 is only a week and a half away.
We are going with a shorter wind-down plan than usual (based on our
process: https://wiki.eclipse.org/Orion/Plan#Release_Wind-down).
1. Up until April 6th any changes require a +1 from another committer.
2. Anything after April 6th requires two +1's and a blessing from Steve.
3. April 12th - we announce the release.
